Затея довольно проста.
1Берешь нормальную кадр из аниме можно и арт, и все же довольно известный (если хотите дать шанс)
2ткрываешь Фото шоп и выбираешь фильтр Витраж.
3Выставляешь 10-15 пунктов в первой шкале и вуаля.
